Tomato Potato Psyllid (TPP) – Market Access Requirements for Victorian Growers (UPDATED 8th December 2025)

Tomato Potato Psyllid (TPP) detections outside the Restricted Area in Victoria mean that all Victorian growers trading interstate must now meet updated market access and accreditation requirements.
Agriculture Victoria, working with interstate jurisdictions, has released updated procedures PS-60, ICA-61 (Version 1.1) and is finalising PS-58 to support continued trade.

AUSVEG VIC has summarised the most current requirements below to assist Victorian growers.

Critical Update – 6 December 2025

Queensland has confirmed that leafy vegetables and herbs are now accepted under PS-60.
Businesses may apply immediately.

Transition Periods

  • Queensland: restrictions take effect 12 December 2025 (additional grace period for accreditation).

  • Tasmania: a two-week education and awareness grace period before active compliance begins.

These grace periods provide Victorian growers additional time to complete PS-60 / ICA-61 accreditation.

Non-Leafy Vegetable Movement – QLD & TAS (UPDATED)

Queensland and Tasmania exempt all non-leafy vegetables from restrictions, provided no green material is present.

The following crops do not require certification if free of leafy green parts:

  • Broccoli (trimmed)

  • Zucchini

  • Celery (no leaf material)

  • Peas

  • Beans

  • Asparagus

Non-leafy vegetables with a calyx attached (e.g. zucchini, eggplant, tomatoes with calyx only) are exempt if packed in a shed.

A complete commodity list is being finalised by AgVic.

Entry Requirements for Leafy Vegetables & Herbs into Queensland (UPDATED 8 December)

Leafy vegetables and herbs can now move into Queensland under:

  • PS-60, or

  • ICA-61 (washing & inspection)

Packhouse Produce

Can be certified under ICA-61 or PS-60.

Field-Packed Leafy Vegetables & Herbs

  • PS-60 only, with outer leaves removed and secure-pack requirements met.

Status:
Queensland now accepts PS-60 for:

  • Leafy vegetables

  • Herbs

  • Eligible non-leafy vegetables

A transition period applies until 12 December 2025.

ICA-61 Update – Version 1.1 Released (8 December 2025)

Pack-House Washing and Inspection of Carrier Produce has been officially updated.

Version 1.1 includes revised:

  • washing requirements

  • inspection processes

  • immersion/agitation calibration

  • post-wash security

  • secure-pack rules (QLD & TAS)

  • packing and dispatch requirements

Businesses already accredited under ICA-61 do not need to reapply but must comply with the updated procedure.

Host Crops – Capsicum, Chillies, Eggplant, Tomatoes

These crops are considered host produce under interstate quarantine rules and require:

  • PS-58 (pending release), and

  • Additional biosecurity controls depending on the jurisdiction.

Host produce includes (examples):

  • Capsicum

  • Chili

  • Eggplant

  • Tomato with calyx (including truss)

  • Potato tubers

  • Sweet potato

Carrier Produce – With or Without Green Material (Updated Definitions)

The Interstate Quarantine Update clarifies two categories:

Carrier Produce With Green Material

Examples:

  • Herbs (coriander, basil, chives, etc.)

  • Lettuce (head & loose-leaf)

  • Spinach

  • Spring onion

  • Broccoli (if any leaf material remains)

These may require:

  • ICA-61

  • PS-60

  • ICA-04 / ICA-55
    (depending on the destination state)

Carrier Produce Without Green Material

Examples:

  • Shed-packed fruit/veg without leafy material

  • Strawberries

  • Root vegetables

  • Berries

Queensland exempts these if:

  • free of green material, and

  • prepared in a packhouse

This is now formally defined as “packing house prepared carrier produce”.

Potatoes – Additional Requirements
Queensland

  • Brushing or washing

  • Inspection

  • Secure packaging

Northern Territory

  • Fumigation

  • Secure packaging

PS-60 Accreditation – Now Open

PS-60: Inspection of Carrier Produce for TPP allows eligible leafy vegetables, herbs, and non-leafy vegetables to enter Queensland without washing.

Key PS-60 Requirements

  • 2% inspection rate OR 600-unit cap

  • Minimum 3 sample units

  • Must be conducted by trained Authorised Inspection Persons

  • Secure packaging required:

    • QLD: 1.6 mm mesh

    • TAS: 0.5 mm mesh

ICA-61 Training & Accreditation – Updated Requirements

Accreditation steps now include:

  • Updated eLearning modules

  • 100% pass rate (3 attempts provided)

  • Electronic training replaces initial face-to-face audit

Accreditation processing takes approximately 5 working days after application.

All staff who may sign PHACs must complete the PSF-260 – Authorised Signatory.

Plant Health Assurance Certificates (PHACs)

All interstate consignments requiring certification must include a PHAC.

Key rules:

  • Original (yellow copy) accompanies the consignment

  • White copy retained for 24 months

  • Physical addresses required

  • Package counts must be exact

  • Splitting consignments requires ICA-17 accreditation

Packages must display:

  • IP number

  • “MEETS PS-60” (if applicable)

  • Date code

Tasmania – Leafy Vegetable Requirements

Tasmania continues to require:

  • ICA-04, or

  • ICA-55

Tasmania does not require QLD’s 2% or 600-unit sampling rule.

A new Plant Biosecurity Manual (IR46 update) will be released shortly.

Fees Waived Until 30 June 2026

  • Application fees

  • Audit fees

  • Non-conformance fees
